This issue is due to a bug in the CRRuntime_32bit_13_0_4.msi Crystal Viewer that is owned by SAP. This issue will likely be fixed in future service pack, but we cannot guarantee that since this Viewer is owned by SAP, not Rockton Software.
The issue did not occur in CRRuntime_32bit_13_0_3.msi, so as a work-around, you can download and install CRRuntime_32bit_13_0_3.msi.
